Description
Provide a wide variety of inspection and plan review services which will ensure that city building, fire, zoning and related codes, policies, and ordinances are effectively and equitably administered and enforced throughout the city.
$40.92 - $52.96 per hourly
Requirements
MAJOR AREAS OF ACCOUNTABILITY
1. Provide exceptional customer service to internal and external customers.

Participate in citywide training designed to strengthen competencies in areas such as communications, leadership, decision-making and problem solving.
2. Assist architects, engineers, contractors, homeowners and others in understanding and conforming to the state building code, related ordinances, policies and procedures in a prompt, positive and courteous manner.
Maintain effective professional working relationship with applicants, contractors, and citizens.
Inform supervisor and other field inspectors of public inquiries and requests for information or inspections which relate to their areas of accountability.
3. Conducts inspections on all permitted construction work involving building, mechanical, and plumbing, in new and existing structures to assure work is performed consistent with applicable codes and ordinances.
Inspect and advise permitee of specific code deficiencies.
Advise corrective actions to assure that violations have been corrected in a timely manner.
Where cooperative measures have failed, invoke legal measures to insure correction of violations.
4. Review proposed plans for all residential and commercial structures and improvements to ensure that they meet building, zoning and related codes, as well as requirements established by the City Council and other agencies.
Identify necessary plan corrections and recommend changes to applicant to ensure code and ordinance compliance.
Ensure that all applicable conditions and requirements of site plan/plat approval have been satisfied prior to the issuance of permits.
Maintain clear and accurate records of corrective actions and of work performed.
Coordinate the approval of applications, calculation of fees, and the issuance of permits with supervisor and division clerical personnel.
5. Review permit applications to ensure that they accurately reflect work anticipated and corrects inconsistencies when found.
6. Maintain and document daily inspections and related records using permit and inspection software in an up-to-date and orderly fashion to expedite division record-keeping procedures.
7. Investigate complaints filed with the city and take appropriate action to secure correction of problem.
Investigate miscellaneous building, mechanical, plumbing, sewer and water, and zoning administration complaints and concerns.
Coordinate inspection efforts with other staff as necessary.
Maintain record of receipt and disposition of complaints in an accurate and timely fashion.
8. Remain familiar with new materials, equipment, methods of construction, and changes in the codes and assure that they are administered in a reasonable and effective manner.
9. Perform other duties as apparent or assigned.
MINIMUM QUALIFICATIONS
High school diploma
Building Inspection Technology (BIT) core certificate or related coursework in plan reading, code enforcement and interpretation, and office procedures and one year of relevant experience.
Must be capable of safely performing physical actions necessary to conduct inspections at, above or below ground level of construction sites.
Must have a MN State Limited Building Offical certificate.
Must earn a full State Building Official certification within twelve (12) months of employment.
Must have a valid Minnesota Class "D" drivers license.
Knowledge of codes, ordinances, policies and procedures providing accurate framework for completion of job responsibilities.
Must have demonstrated ability to develop and maintain positive and effective working relationships with coworkers, supervisors, owners, architects, contractors and the general public.
Must be proficient in the use of office and software devices and technology.
Must be able to communicate effectively orally, graphically and in writing.
Demonstrated ability to perform in accordance with the City of Plymouth’s CIVIC values (customer focus, integrity, visionary, inclusion and connection) and comfort with supporting and advancing the city council’s strategic priorities.
DESIRED QUALIFICATIONS
MN State Building Official certification.
At least two years of progressively responsible experience in construction inspection services within a municipal organization.
Associate degree in BIT, construction management or related field.
Comprehensive knowledge of the state building code and familiarity with municipal ordinances and enforcement procedures.
PHYSICAL REQUIREMENTS
Very Frequent (often required to perform the job): reaching (extending hands and arms in any direction), handling objects (grasping, turning or otherwise using hand or hands), repetitive hand motion, use of arm muscles over extended periods, traversing slippery surfaces, climbing ladders, stationary desk or bench work with neck bent forward.
Weights Lifted/Carried
The employee must be able to lift and carry items from 0 – 24 pounds from 0 – 6 feet. Employee must be able to lift items such as files, reams of paper and office equipment.
