Description
This position exists to provide professional-level assistance with researching, documenting and analyzing financial and procurement processes and procedures in the district with limited supervision. The position provides professional-level budget and financial reports, consultation, education and assistance for District 1 and serves as a key financial expert in providing financial analysis. This position provides leadership for all budget related matters, funding related to the trunk highway fund, special revenues, IT budget, sale of surplus materials, damage restitution, blanket partnerships, miscellaneous reimbursements, state and federal flood reimbursements and expenditures, contracts, and financial policies and procedures including state and federal laws, and the agencies budgeting by products and services.
This position is expected to fill in for the Finance Business Manager (State Program Administrative Supervisor Principal) when absent.

Requirements
Minimum Qualifications:
Three (3) years of professional accounting, budget or finance experience that demonstrates the following:
- Experience analyzing financial data and identifying trends.
- Experience working with a large complex financial accounting software to include analyzing financial reports and records.
- Knowledge and experience with federal and state laws and generally accepted accounting principles (GAAP) sufficient to compile and interpret fiscal data for assigned accounts in response to legislative and internal audits;
- Proficiency with word processing, spreadsheet and databases (preferably Microsoft Word, Microsoft Excel and Microsoft Access) sufficient to prepare and submit federal financial status reports and create worksheets.
Please note: A Bachelor's or Master's degree in Business, Accounting or Finance substitutes for one year of professional experience.
