HOA Community Manager – Veranda Beach
Location: Oroville, WA
Reports To: Board of Directors
Position Type: Full-Time, On-Site
About the Community – Veranda Beach is a 160-unit cottage community in Oroville, Washington featuring a beach, swimming pool, fitness center, property-wide irrigation system, and expansive greenspaces. The community operates with significant seasonal demand and requires strong operational leadership, proactive maintenance planning, and consistent oversight to maintain its high standards.
Position Summary – The HOA Community Manager serves as the operational leader responsible for overseeing all aspects of community operations, including maintenance, vendor management, financial oversight, and homeowner relations. This role acts as the primary liaison to the Board of Directors and is responsible for ensuring the community is well-maintained, financially sound, and professionally managed.

Requirements
Key Responsibilities
Operations & Maintenance
- Oversee exterior maintenance of 160 cottages, including painting schedules, roofing, and repairs
- Manage and maintain the property-wide irrigation system to ensure efficiency and effectiveness
- Oversee maintenance of greenspaces including lawns, trees, flower beds, and walking paths
- Ensure upkeep of all amenities including marina, beach, pool, gym, roads, trails, and common areas
- Oversee security management measures
- Develop and implement preventative and long-term maintenance plans
- Ensure compliance with safety standards and local regulations
Vendor & Staff Management
- Hire, train, and supervise staff across maintenance, landscaping, and amenities
- Develop staffing schedules to meet operational and seasonal demands
- Solicit bids, negotiate contracts, and manage vendor relationships
- Oversee vendor performance and ensure quality service delivery
- Conduct annual performance reviews and compliance checks (insurance, L&I, etc.)
Financial Management
- Partner with the Board to develop and manage the annual budget
- Oversee monthly financials and reserve planning
- Monitor expenses, contracts, and capital improvement projects
- Support dues collection and ensure alignment with financial goals
Governance & Board Support
- Serve as the primary liaison between the Board, homeowners, and committees
- Prepare board reports, meeting materials, and operational updates
- Attend and support Board and annual meetings
- Ensure compliance with governing documents and Washington state HOA regulations
- Support elections, voting processes, and policy implementation
Homeowner Relations & Communication
- Respond to homeowner inquiries in a timely and professional manner
- Enforce HOA rules consistently and fairly
- Provide regular community updates and communications
- Maintain records of work orders, contracts, and compliance matters
- Support and help organize community events and engagement activities
Qualifications
- Minimum 5+ years of HOA or property management experience
- Strong knowledge of property maintenance, infrastructure, and landscaping
- Experience managing budgets, vendors, and capital projects
- Excellent communication, organizational, and leadership skills
- Ability to operate effectively in a dynamic, seasonal environment
Preferred Experience & Certifications
- CMCA, AMS, or PCAM certification
- Experience with marina or waterfront operations
- Certified Pool Operator (CPO) or irrigation certification
- Experience with property management software and accounting systems (e.g., QuickBooks)
Work Environment & Expectations
- On-site role requiring regular inspections and hands-on management
- Availability for emergencies and seasonal demands
- Evening and weekend work required, particularly during peak summer months
- Physical activity required, including walking property and light lifting
Compensation
- $80,000 – $120,000 (DOE, certifications considered)
- Paid time off and flexible scheduling depending on seasonal needs
